The government has ordered the reversal of the suspension of Victoria Falls Town Clerk, Ronnie Dube. This follows an official directive from the Minister of Local Government and Public Works.
Minister Daniel Garwe’s letter, dated December 6, 2024, addressed to Mayor Councillor Prince Thuso Moyo, criticized the suspension as unprocedural. Garwe stated that the council’s actions violated the Urban Councils Act.
Dube, who had been suspended on December 2, was accused of corruption and abuse of office. The full council ratified the suspension the following day.
Garwe’s letter emphasized that the suspension was not aligned with the legal framework outlined in Section 139(4) of the Urban Councils Act. Furthermore, the council’s decision would financially harm the municipality.
He also pointed out that the decision to continue paying Dube allowances during his suspension was unsupported by council policy. This, according to Garwe, was contrary to the best interests of the taxpayers.
The suspension had been intended for a 14-day period, after which a decision was to be made based on the results of an ongoing investigation.
Cllr Moyo had reportedly received multiple complaints about Dube’s involvement in the illegal allocation of land. These allegations prompted the initial suspension.
Minister Garwe’s directive invoked Section 314 of the Urban Councils Act, demanding that the council rescind the suspension resolution. This was to take place immediately.
The government’s intervention underscores the importance of adhering to proper procedures and legal frameworks in public administration. The controversy highlights ongoing concerns within local governance.
